Jim Arellano

Founder & CEO, People Risk

Jim Arellano is the Founder and CEO of People Risk, with over 30 years of leadership in health benefits, risk management, and human capital strategy. He’s held senior roles at UnitedHealth Group, Blue Shield of California, Marsh McLennan, and led business development at PPN Health.

Jim launched People Risk to help employers take a more strategic, integrated approach to managing workforce complexity, rising health costs, and evolving risks. A longtime advocate for employers and employees, he brings deep expertise in cost containment, virtual care, analytics, and cyber risk—guided by a clear mission: to align people, benefits, and risk strategies for better outcomes.

Greg Franklin

Founder & CEO, People Risk

Greg Franklin brings more than 25 years of leadership experience across public service, private enterprise, and entrepreneurship in health, human capital, and risk management.

He has held senior roles in California state government, including Assistant Secretary of Health Information Technology, Deputy Director of Health Care Operations for Medi-Cal, and Assistant Executive Officer at CalPERS, where he directed the purchase of health coverage for 1.5 million members—over $5 billion annually. He also served in multiple deputy director roles at the California Department of Health Services, leading statewide initiatives in health information, strategic planning, multicultural health, and public health statistics.

In the private sector, Greg led Optum’s State Government Solutions Western Region as Vice President of Business Development, where he closed more than $100 million in healthcare technology and services contracts. He is also the co-founder of ASD.ME, an innovative healthcare technology company leveraging AI and telehealth to transform autism spectrum diagnostics and improve access for families nationwide.

Greg retired from the United States Air Force Reserves after more than 25 years of service as a Health Administrator. He holds a B.S. in Business Administration from California State University, Sacramento, and a Master’s in Health Administration from Golden Gate University.

Marios Gregoriou

Founder & CEO, People Risk

Marios Gregoriou brings over 40 years of global finance and investment experience, spanning roles in Norway, New York, San Francisco, and Sacramento. After beginning his career at the Union Bank of Norway, he held positions in international trade, futures trading, and wealth management at Morgan Stanley, before founding Elite Capital Services, LLC to offer personalized, client-focused financial guidance. Marios holds an MBA in Finance from UC Davis and a B.S. in Economics from the Athens School of Economics and Business. A seasoned global traveler and frequent guest speaker, he offers unique insight into the intersection of international markets and U.S. economic strategy.

Steve Lebedoff

Founder & CEO, People Risk

Steve Lebedoff brings more than 30 years of experience as an entrepreneur, innovator, and national practice leader in human capital, employee benefits, and risk management. He is the founder and former President of BeneTrax, an employee benefits data management and human capital analytics technology company acquired by Aon. Following the acquisition, Steve helped co-develop Aon Worksite Solutions and served as Strategic Director of National Accounts, working closely with senior leaders across Aon Risk and Consulting to support Fortune 1000 clients. His leadership spanned business development, technology, underwriting, data management, and client strategy, as well as cross-border collaboration with Aon’s U.S. and Canadian operations. More recently, Steve co-founded PPN Health Access and founded the Center for Sustainable Healthcare at the University of Nevada, School of Medicine, advancing healthcare innovation and access through public-private collaboration. He also served as a Governor-appointed member of the Nevada Healthcare and Medical Services Sector Council. Steve is a Certified Employee Benefit Specialist (CEBS) through the Wharton School and the International Foundation of Employee Benefit Plans. At People Risk, Steve provides strategic guidance on human capital strategy, benefits innovation, and data-driven risk alignment, helping organizations build scalable, resilient workforce solutions.

David M. Mansfield

Founder & CEO, People Risk

David Mansfield has more than four decades of senior public-sector leadership experience, with deep expertise in governance, workforce strategy, regulatory compliance, and enterprise risk management.

He served as City Manager for multiple municipalities, including the City of Folsom, California; and the City of Tolleson, Arizona, leading complex organizations with diverse workforces, labor environments, and significant operational and financial risk. David also held senior executive roles in critical infrastructure, including Solano Irrigation District and General Manager of the Department of Water Resources for the City of Scottsdale, overseeing highly regulated, mission-critical systems.

Throughout his career, David has guided organizations through regulatory change, infrastructure investment, and workforce complexity, balancing fiscal discipline, operational resilience, and long-term sustainability. He holds a Master of Public Administration and completed the Senior Executive Program in State and Local Government at Harvard University’s John F. Kennedy School of Government.

At People Risk, David provides strategic guidance on public-sector risk management, workforce strategy, governance best practices, and infrastructure-driven organizational risk, helping organizations translate complexity into clarity and resilience.
